Kalibo, Aklan- The Sangguniang Panlalawigan of Aklan on its 18th Regular Session today (Nov. 10, 2010), has finally passed on the third and final reading and ordinance making it mandatory the singing/playing of the Aklan Hymn in all flag raising ceremonies, official and formal functions, activities and programs, and special occasions in Aklan.
The compulsory singing/playing of the Aklan Hymn, however, as provided for in the said ordinance sponsored by SP Member Victor Manuel M. Garcia, only applies to government offices and instrumentalities, local and national, and public schools at all levels.
Private schools at all levels are only mandatorily required the singing/playing of the Aklan Hymn in their flag raising ceremonies and formal occasions every Monday only.
Broadcast outlets however (cable TV and radio) are also mandated to air the hymn on sign-on and at least three times a day before sign-off.
This ordinance shall be effective fifteen days after its publication in a newspaper of general circulation in the Province of Aklan.
The musical notes and lyrics of the “Among Akean” and “Hala Bira, Akean” composed by Dr. Jesse M. Gomez, an Aklanon, and DepEd Schools Division Superintendent of Roxas City was officially adopted by the SP as the official Aklan Hymn and Aklan March, respectively through Resolution No. 2010-043.
In the 18th regular session, SP Member Rodson F. Mayor, through an ordinance, upgraded said resolution on official adoption into an ordinance. Said ordinance was immediately approved by the chamber by suspending the rules on first, second and third reading embodied in SP Internal Rules of Procedures.
