All System go for the DAP Training in Aklan

Kalibo, Aklan- Heads of offices, to include the Governor and the Vice Governor, of the Provincial Government of Aklan will definitely undertake a 4-day seminar-workshop on the updating of the Revenue Code of the Province to be conducted by the Development Academy of the Philippines’ Center for Governance.
The DAP training is scheduled on January 24-27, 2011 at the Governor Corazon L. Cabagnot Memorial Tourism and Training Center.
Among the participants, aside from the Governor and the Vice Governor are all SP Members, SP Secretariat headed by Secretary Odon Bandiola, Provincial Administrator Diego M. Luces, Provincial Assessor Kokoy Soguilon, Provincial Budget Officer Grace B. Macahilas, Provincial Accountant Maria Victoria Salido, Provincial Planning Development Coordinator Roger M. Esto, Provincial Treasurer Zuzette Pioquid and staff, Provincial Tourism Officer Ms. Roselle Q. Ruiz, DRSTMH Chief of Hospital Dr. Paul L. Macahilas, Caticlan and Cagban Jetty Ports Terminal Administrator Niven M. Maquirang, Provincial Engineer Victory M. Fernandez, Provincial General Services Officer Medelia A. Solanoy , Provincial Legal Officer Lee T. Manares, EEDD Assistant Department Head Rex Victor B. Consemino and staff, Provincial Cooperative Officer Lilian Rey, Provincial Veterinarian Gervase B. Radislao, Provincial Social Welfare Development Officer Elma S. Malbas, Provincial Human Resource Management Officer Ellen Tolentino, and Provincial Agriculturist William B. Castillo.
Having worked out by Vice Governor Quimpo, the 4-day course aims to train participants to understand good fiscal governance and its relevance to effective local government unit revenue generation and resource mobilization policy-bar-program development and implementation. It also aims to identify various traditional and non-traditional revenue generation and resource mobilization strategies available to LGU’s to include specific provisions in Aklan’s current local revenue code that require revisions or amendments. It is also designed to formulate a re-entry action plan outlining major activities and strategies, to improve LGU revenue generation and measure its impacts.
The 4-day training will include courses as follows: Overview of Local Fiscal Governance and Administration (2 hours); State of Fiscal Capacity/Health of LGU’s in the Philippines (2 hours); Traditional and Non-Traditional Sources of Local Revenues (3 hours); Key Strategies for Effective Local Revenue Generation and Resource Mobilization (4 hours); and Enhancing Local Revenue Generation Potentials through the Local Revenue Code (12hours).

Legaspi elected Regional Director of the National SK Federation

Kalibo, Aklan- SK Provincial Federation President Bob Augusto F. Legaspi had been elected as Regional Director for Western Visayas of the Pambansang Pederasyon ng mga Sangguniang Kabataan during the National SK Federation election held at Bayview Park Hotel Hotel, Roxas, Boulevard, Manila on January 7, 2011.
Legaspi is now on his first year as Sangguniang Panlalawigan member being the SK Provincial Federation President having been elected unopposed during the SK Provincial Election last December 10, 2010 held at the ground floor of the newly renovated capitol main building.
The official recognition was done during the 22nd regular session of the Aklan Sangguniang Panlalawigan on December 16, 2010, when Legaspi attended the body’s regular session for the first time as one among the members of the new SP (2010-2013).
Bob Augusto M. Legaspi is a municipal SK federation president of Makato, Aklan. He is currently studying at the University of the Philippines, Miagao Visayas taking up Bachelor of Science Major in Economics and now on his third year.
He is the son of Mr. Bobby Clyde Maravilla Legaspi and Mrs. Babeelon Cipriano Fernandez-Legaspi.

SP Staff Undergoes PMS-OPES Calibration

Kalibo, Aklan- The performance indicators and the numerical targets earlier designed for the office of the Sangguniang Panlalawigan Secretariat Staff has undergone calibration conducted by the calibration and expert teams of the provincial government of Aklan.
The calibration exercises was held on January 10, 2011 at the SP Session Hall spearheaded by the Provincial Human Resources Management Office under department head Ellen I. Tolentino.
The SP Staff performance indicators and numerical targets are embodied in the Performance Management System-Office Performance Evaluation System (PMS-OPES) prescribed by the Civil Service Commission for implementation by the Local Government Unit concerned.
The PMS-OPES expert team of the provincial government is composed of Mr. Rey Villaruel, Supervising Administrative Officer of the Provincial Treasurer’s Office and Ms. Methuselah T. Santamaria, Administratvie Officer V of the Economic Enterprise Development Department while the calibration team is composed of Ms. Lilian Rey of Provincial Cooperative Office, Ms. Ellen Tolentino of PHRMO, Ms. Grace Macahilas of the Provincial Budget Office, Ms. Zuzette Pioquid Provincial Treasurer, Mr. Felix Jizmundo, Supervising Administrative Officer of the Provincial Engineer’s Office, Ms. Elma Malbas, Provincial Social Welfare Development Officer.
PMS-OPES is a new way of managing performance in the civil service that serves as an evaluation strategy for assessing office performance of individuals within the smallest operating unit of an organization.
The civil service commission designated agency facilitators of the provincial government which has conducted a one day seminar-workshop on the new performance evaluation system of the government agencies’ employees last August 5, 2010 and were attended by all employees in the SP occupying plantilla positions. The said seminar-workshop was conducted by: Mr. Rey Villaruel, Supervising Administrative Officer of the Provincial Treasurer’s Office, Mr. Felix A. Jizmundo Supervising Administrative Officer of the Provincial Engineers Office and Ms. Methuselah T. Santamaria, Administrative Officer V of the Economic Enterprise Development Department.
The PMS-OPES serves as a standard-setting mechanism for better alignment of individual objectives to that of the agency and enhances objectivity of individual performance evaluation.
The different government agencies of the province of Aklan had also undergone the said calibrations last week.
The province of Aklan has also come up with the common output indicators for the entire provincial government bureaucracy.
