Kalibo, Aklan- In the aftermath of the Black Monday (August 23) hostage taking crisis right in the heart of Manila which cost nine lives of Hongkong tourists, Aklan Vice Governor Gabrielle V. Calizo-Quimpo called on the Department of Interior and Local Government and the law enforcement agencies under it, particularly the Philippine National Police, to set up a reliable security crisis management structure with an adequate and effective plan and protocol to respond to security crisis focused on tourist gateways and destinations of Aklan.

In SP Resolution No.2010-062 she personally sponsored, Quimpo said the response of the law enforcement agencies in Manila to the hostage taking crisis can be best described as amateurish and without finesse, characterized by the lack of specialized training to avert and normalize the situation without lives being lost, the lack of security equipment and paraphernalia suited to respond to that particular security crisis. 

Calizo feared that the hostage incident would have a serious negative worldwide impact and implications, the victims being foreign nationals, and can blot the face of the country in the eyes of the world community as it was apparent that there was no established protocol in handling the crisis which was left to the lower level of governance to resolve.

The vice governor stressed that law enforcement agencies and all sectors in Aklan must establish a security crisis management structure to establish responsive and effective security net and protocol which can adequately handle security situation like what happened at Rizal Park in Manila, Aklan, being one of the premier tourist destinations of the country.

Asian tourists dominate arrival figures in Boracay Island.

As of June 30 this year, arriving Koreans numbered 44,244, Taiwanese-21,399, Chinese-19,986, Hongkong nationals-4,371, Japanese-1,241 and Singaporeans-530. The Americans likewise constitute a great percentage of registered arrivals numbering, 7,642 from January to June this year.

Aklan SP Request UMID E-card Enrollment for the benefit of the Senior Citizens in the Province of Aklan

Kalibo, Aklan- During its 8th regular session on August 25, 2010, the Aklan Sangguniang Panlalawigan requested the GSIS to conduct enrollment activities to the Unified Multipurpose Identification (UMID) E-card right here in the Province for the benefit of the citizens of Aklan province.

The Government Service Insurance System (GSIS) has launched their new information-packed Unified Multi-purpose Identification (UMID) E-card in exchange of the E-card plus system which they have issued several years ago. 

The UMID E-card system requires all members/pensioners to update their personal information in order for them to acquire the said E-card which they could also use for Philhealth, SSS, and Pag-ibig which will require their personal appearance and verification all the way to Roxas City, Province of Capiz to make their information updated and for them to avail such UMID E-card.

There are still lots of members/pensioners here in the province of Aklan especially the senior citizens/old aged who have not yet updated their information as they are suffering from illness and could not travel that far.
The SP stressed that the need of UMID E-card update among senior citizens here in the Province should be pushed through so that those who could no longer travel afar could also benefit from the service. The requirements such as thumbmark and picture could be possibly taken here in the Province as internet connection is already available in the province.

In the said Resolution No. 056, Series of 2010, it was further stressed that the senior citizens being members/pensioner of the GSIS have contributed a lot in the success of the agency and they are highly entitled to even small privileges such as giving them the comfort of enrollment at their respective towns or province.

The said resolution is sponsored by Honorable Victor Manual M. Garcia.

Kalibo, Aklan- To sustain the advocacy campaign on dengue as well as to prevent the dengue outbreak and avoid epidemic fatalities, the Aklan Sangguniang Panlalawigan encourage all local government units in the entire province and Non-Government Organization as well as Peoples Organization to pursue blood letting activities/programs in coordination with the Philippine National Red Cross (Aklan Chapter). 

The SP stressed in its Resolution No. 055, Series of 2010, passed during the 8th regular session on August 25, 2010, that blood letting campaign has to be maximized to ensure adequate blood supply in the entire province prior to the installation of the planned laboratory facilities for blood banking. This is to make sure that the steady supply of blood platelets in Aklan is stable without resorting to and bringing the patients all the way to Roxas City and Iloilo City for dengue treatment.

Based on the Provincial Health Office’s monitoring, almost all municipalities in the province of Aklan have reported cases of the said mosquito-borne disease with heavy hospital admissions from the capital town of Kalibo, Numancia, and New Washington, particularly children who are at mortality risk due to complication and lack of access to proper treatment, lack of dengue control programs will limited response capabilities in their health systems.

The SP also stressed that the Province of Aklan needs to intensify blood donor recruitment strategies and mobilize Red Cross donors to ensure sufficient blood supply which is safe at all times and to provide continuous service delivery.

August 31 Was Declared A Non-Working Holiday in Aklan in 2007 Only

Kalibo, Aklan- Not until a new Presidential Proclamation is issued by President Benigno “Noynoy” Aquino III, August 31 this year, the late Jaime Cardinal L. Sin’s birth anniversary, will simply remain as an ordinary working day in this province.

It was only in 2007 that August 31 was declared a special non-working holiday in the Province of Aklan by then President Gloria Macapagal-Arroyo in the aftermath of Cardinal Sin’s death on June 21, 2005 through Presidential Proclamation No. 1370.

The commemoration of his death in 2007 was marked with the unveiling of his 13.5-foot towering statue right in the heart of the New Washington, Aklan’s public plaza, a statue caused to be sculptured and installed by then Ambassador Antonio Cabangon Chua. 

The New Washington rites then was well participated by th national government dignitaries led by then Senate President Manuel Villar Jr.,then House Speaker Jose de Venecia, then Oriental Mindoro Rep. Rodolfo Valencia, Las PiƱas Rep. Cynthia Villar, then DSWD Secretary Esperanza Cabral, then Labor Secretary Arturo Brion, then Ambassador to Italy Henrietta de Villa, then Roxas City mayor Vicente Bermejo, then Postmaster General Hector Villanueva, NHI Chairman Ambeth Ocampo, then Presidential Management Staff Head, the late Cerge Remonde, then DENR Secretary Lito Atienza, then DOTC Secretary Leandro Mendoza, then Cabinet Secretary Ricardo Saludo and Manila Mayor Alfredo Lim. Then NHI Chairman Ambeth Ocampo officiated the unveiling rights then.

That Presidential Proclamation was then signed by then Executive Secretary Eduardo Ermita.
Cardinal Sin, a true blooded Aklanon who is a native of New Washington, Aklan, is a revered Roman Catholic religious leader and is widely considered as an icon of faith, a freedom fighter and an icon of democracy who was one of the leaders of the bloodless People’s Power Revolution in 1986.
He was a former archbishop of Iloilo and Manila whose love aand economic projects in Aklan he personally facilitated which left a lasting imprint and legacy to Aklanons.

Actually, in 2007, the Sangguniang Panlalawigan of Aklan presided by Vice Governor Gabrielle V. Calizo-Quimpo passed a provincial ordinance declaring August 31, 2007 and every year thereafter as a special non-working holiday in Aklan but Governor Carlito S. Marquez did not approve it citing that it is not within the powers of the provincial legislative body to declare local holidays.

On August 25, 2010 (Wednesday) regular session of the SP, SP Member Rodson F. Mayor is expected to sponsor a resolution requesting President Noynoy Aquino to declare August 31 every year as a special non-working holiday in Aklan through a Presidential Proclamation while at the same time another resolution will be introduced by Mayor requesting Aklan Reprresenta5tive Florencio T. Miraflores and Kasangga Party List Representative Teodoro Haresco Jr. to file a related bill in Congress.

Aklan SP Commends Four Young-Aklanon Student-Journalists

Kalibo, Aklan- The Aklan Sangguniang Panlalawigan has congratulated/commended the four student-journalists of Infant Jesus Academy, in Kalibo for emerging as national champions in the different journalism competition categories during the National Convention of the School Press Advisers Movement Inc. (SPAM) last July 28-30, 2010 at Casa Pilar, Boracay Island, Malay, Aklan.

In a collective Resolution principally sponsored by the Hon. Gerick M. Templonuevo, the SP emphasized that the outstanding accomplishment of the young Aklanons on the national level deserves the Sangguniang Panlalawigan’s commendation for serving the true fountain of inspiration for other aspiring young Aklanon’s, and serves as source of pride for their parents, school and for the Province of Aklan.

The said convention was attended by 200 delegates coming from different grade school/high school and campus journalism groups from all over the Philippines.

Ariel Angelo Q. Garcia emerged as the national champion in National Journalism Quiz Bee for an open category where contestants are elementary, high school, and college levels.

Emmanuel Rome Lakan C. Dela Cruz is the national champion for National Journalism Quiz Bee for grade school level and won third place in an open category for National Journalism Quiz Bee. Emmanuel is also adjudged the national champion for Feature Writing Contest for grade school category.

Arielle Claudith S. Lunn is one of three national champions in Feature Writing contest Open Category also open category for college, high school and grade school.

Venice Ivory M. Silvestre is the national champion in Photojournalism for High School Level

Mr. Darren Naelgas serves as their coach.

Criminal Case Filed against Baldomero’s Slay Suspects

Kalibo, Aklan- The Philippine National Police has already filed murder charges against the suspects in the gunslaying of an Aklanon human rights activist and Lezo, Aklan Sangguniang Bayan Member Fernando Baldomero. 

In a letter addressed to Aklan Governor Carlito S. Marquez which was also forwarded to the Sangguniang Panlalawigan, Police Chief Superintendent Samuel D. Pagdilao, Jr., PNP Regional Director, said the charges were filed on August 2, 20l0 at the Aklan Provincial Prosecutor’s Office docketed under IS NR INV-10-H-01573 against the main suspect identified as Dindo Ancero y Lovon, 35, driver and a resident of barangay Malingin, Bogo City, Cebu and against several John Does. 

Pagdilao said the main suspect was previously involved in drug pushing activities, bank robbery in 2005 at the Land Bank of the Philippines, Cebu and facing charges of frustrated murder and illegal possession of firearms. 

Pagdilao was prompted to update the Aklan governor and the Sangguniang Panlalawigan on the status of the case due to a resolution passed by the provincial legislative body numbered 2010-005 authored by the Hon. Nemesio P. Neron and the Hon. Rodson F. Mayor condemning in strongest term the assassination of Baldomero. 

Baldomero was gunned down early morning of July 5, 2010 in front of his house at barangay Estancia, Kalibo while about to board a motorcycle to conduct his son to school.
The assailants were also using a motorcycle and the suspects had been noticed to have been casing the area days before the assassination. 

The gunslaying of Baldomero elicited nationwide condemnation with no less than President Benigno Aquino III ordering a speedy investigation of the case. 

Baldomero was likewise a municipal coordinator of the Liberal Party in Lezo, Aklan, the President’s political party.

KALIBO, AKLAN- THE AKLAN SANGGUNIANG PANLALAWIGAN HAS ALREADY APPROVED AS OPERATIVE THE ANNUAL BUDGETS OF THE MUNICIPALITIES OF ALTAVAS, BALETE, BURUANGA, KALIBO, MADALAG, MAKATO, TANGALAN, MALAY, MALINAO, BATAN, NUMANCIA, AND LEZO UPON RECOMMENDATION OF THE PROVINCIAL LOCAL FINANCE COMMITTEE (PLFC) AND AFTER THOROUGH REVIEW BY THE SP COMMITTEE ON FINANCE, BUDGET, APPROPRIATIONS AND WAYS AND MEANS.

THROUGH SP RESOLUTION NO.2010-083, THE ANNUAL BUDGETS OF THE MUNICIPALITY OF ALTAVAS, A 4TH CLASS TOWN, WERE APPROVED BY THE PROVINCIAL LEGISLATIVE BODY CARRYING APPROPRIATIONS OF P43.7 MILLION FOR THE GENERAL FUND AND P4.9 MILLION FOR ITS MUNICIPAL ECONOMIC ENTERPRISE DEVELOPMENT OFFICE.THE BUDGETS WERE ENACTED THROUGH APPROPRIATION ORDINANCE NO.05, SERIES OF 2009 AND APPROPRIATION ORDINANCE NO.06, SERIES OF 2009, FOR THE GENERAL FUND AND MEEDO, RESPECTIVELY. 

BALETE WHICH IS ALSO A 4TH CLASS TOWN HAS AN ANNUAL BUDGET OF P56.9-M FOR THE GENERAL FUND ONLY ENACTED THROUGH ITS APPROPRIATION ORDINANCE NO.004, SERIES OF 2009.


THE MUNICIPALITY OF BURUANGA CLASSIFIED AS A 5TH CLASS TOWN HAS AN ANNUAL BUDGET FOR THE GENERAL FUND OF P35.5-M AND P4.77 MILLION FOR THE MEEDO EMBODIED IN THEIR APPRPRIATION ORDINANCE NO.01,SERIES OF 2010.

 MALAY, A 1ST CLASS TOWN, HAS AN ANNUAL BUDGET OF P198.3 MILLION FOR THE GENERAL FUND ENACTED THROUGH APPROPRIATION ORDINANCE NO. 01,SERIES OF 2010 AND APPROVED BY THE SP THROUGH RESOLUTION NO.003, SERIES OF 2010.

MALINAO, A 4TH CLASS TOWN, HAS AN ANNUAL BUDGET OF P51.579 MILLION FOR THE GENERAL FUND ENACTED THROUGH ITS APPROPRIATION ORDINANCE NO.01, SERIES OF 2010 AND APPROVED BY THE PROVINCIAL LEGISLATIVE BODY THROUGH SP RESOLUTION NO.004, SERIES OF 2010.

THE TOWN OF BATAN HAS AN ANNUAL BUDGET OF P46.974 MILLION FOR THE GENERAL FUND ENACTED THROUGH APPROPRIATION ORDINANCE NO.01-SERIES OF 2010.
NUMANCIA, A 4TH CLASS TOWN, HAS AN ANNUAL BUDGET OF P44.215 MILLION FOR THE GENERAL FUND  ENACTED THROUGH ITS APPROPRIATION ORDINANCE NO.2, SERIES OF 2010 AND APPROVED THROUGH SP RESOLUTION NO. 036, SERIES OF 2010, WHILE THE MUNICIPALITY OF LEZO WHICH IS  A 5TH CLASS TOWN HAS AN ANNUAL BUDGET OF P31.189 MILLION FOR THE GENERAL FUND ENACTED THROUGH ITS APPROPRIATION ORDINANCE NO.2,SERIES OF 2010.

AS MANDATED BY LAW, THE SANGGUNIANG PANLALAWIGAN REVIEWS AND APPROVES ALL BUDGETS OF THE COMPONENT MUNICIPALITIES OF THE PROVINCE WITH THE HELP OF THE PROVINCIAL BUDGET OFFICE AND THE PROVINCIAL LOCAL FINANCE COMMITTEE. 

            THE PROVINCIAL LOCAL FINANCE COMMITTEE IS HEADED BY PROVINCIAL TREASURER SUZETTE F. PIOQUID.  IT IS ALSO COMPOSED, AMONG OTHERS, OF THE PROVINCIAL BUDGET OFFICER MARY GRACE P. MACAHILAS AND PROVINCIAL ACCOUNTANT MA. VICTORIA SALIDO.

                  Aklan Cooperative Alliance Congratulates Vice Governor Quimpo

Kalibo, Aklan- The Aklan Cooperative Alliance passed Board Resolution No. 05, Series of 2010, titled “Resolution Conveying Congratulatory Message to Hon. Gabrielle V. Calizo-Quimpo, reelected Vice Governor, Province of Aklan.”

Its monthly board meeting was held on June 12, 2010 at the Garden Show Cottage, Capitol Site, Kalibo, Aklan.

The Federation recognizes the significant contributions of Hon. Gabrielle V. Calizo- Quimpo in the countryside development, including in the cooperative sector in the Province of Aklan. Hon. Quimpo has been reelected to her second term as Vice Governor, Province of Aklan, last May 10, 2010 National and Local Elections the victory of Hon. Quimpo is also the victory of the cooperative sector, said the Alliance.

The congratulatory resolution was introduced by Director Ulysses E. Ruiz of the alliance duly seconded by Director Manuelito Q. Recasa.

Rolando P. Doroteo is the chairman of the Aklan Cooperative Alliance.

EMBODIED IN ITS RESOLUTION NO. 001 SERIES OF 2010 STRONGLY OPPOSING THE P260-M MARINA PROJECT OF THE PROVINCIAL GOVERNMENT AS MERE PERCEPTIONS AND GENERALIZATIONS WHICH ARE NOT ANCHORED ON DEFINITE SCIENTIFIC, SOCIAL AND POLITICAL STUDIES.
IN CLARIFYING THE POSITION OF THE PROVINCIAL LEGISLATIVE BODY IN RESOLUTION NO.010-034, SERIES OF 2010, THE SP CITED SECTION 17 (3) (VII) OF REPUBLIC ACT 7160, OTHERWISE KNOWN AS THE LOCAL GOVERNMENT CODE OF 1991, AUTHORIZING ONLY THE PROVINCIAL GOVERNMENT TO UNDERTAKE RECLAMATION PROJECTS.
IN THE SAME RESOLUTION, THE SP STRESSED THAT THE RECLAMATION PROJECT IS DESIGNED TO PROVIDE INFRASTRUCTURE AND BUILDING FACILITIES BOTH FOR PRIVATE AND PUBLIC INSTITUTIONS LIKE THE OFFICES OF THE VARIOUS PRIVATE RESORT ESTABLISHMENTS IN BORACAY, BANKS, AIRLINE COMPANIES, TRAVEL AGENCIES, TRANSPORT COOPERATIVES, “ONE-STOP-SHOP” OFFICES OF VARIOUS NATIONAL GOVERNMENT AGENCIES SUCH AS DOT, DENR, MARINA, COAST GUARD, BUREAU OF IMMIGRATION, BUREAU OF QUARANTINE, BURERAU OF CUSTOMS, DSWD AND OTHER GOVERNMENT OFFICES AND INSTRUMENTALITIES.
ON JUNE 26, 2010, THE BFI THROUGH RESOLUTION NO.001 EXPRESSED STRONG OPPOSITION AGAINST THE SAID PROJECT DUBBED AS THE ENHANCEMENT AND RECOVERY OF OLD CATICLAN COASTLINE AND RECLAMATION OF PORTION OF THE FORESHORE AREA FOR COMMERCIAL PURPOSES OF THE MARINA PROJECT,CITING ENVIRONMENTAL, ECONOMIC, SOCIAL, AND POLITICAL NEGATIVE IMPACTS ON THE SUSTAINABILITY OF THE TOURISM INDUSTRY ON BORACAY ISLAND. THE MARINA PROJECT OF THE PROVINCIAL GOVERNMENT WILL REQUIRE THE RECLAMATION OF SOME 37 HECTARES IN THE COASTLINE OF CATICLAN, MALAY, AKLAN AND SOME 3 HECTARES OF THE BORACAY SHORELINE.
IN THE SP RESOLUTION SUSTAINING THE PROJECT CITED STUDIES AND EVALUATION BY COMPETENT AND PROFESSIONAL ENVIRONMETALISTS WHICH WOULD SHOW THAT THE SAID PROJECT INVOLVES BEACH ZONE RESTORATION THROUGH RECOVERY OF THE OLD CATICAN COASTLINE AND THE ESTABLISHMENT OF PROTECTIVE MARINE DEVELOPMENTS TO PROVIDE PROTECTION OF THE SHORELINE OF CATICLAN AGAINST BEACH EROSION DUE TO HIGH TIDAL WAVE, EFFECTS OF CLIMATE CHANGE AND GLOBAL WARMING.
FURTHER, THE AKLAN SP ALSO CITED THE PERMIT GRANTED BY PHILIPPINE RECLAMATION AUTHORITY AUTHORIZING THE RECLAMATION AND THE ENVIRONMENTAL COMPLIANCE CERTIFICATE ISSUED BY DENR AS ADEQUATE STIDIES TO PROVE THAT THE PROJECT IS ENVIRONMENT-FRIENDLY.
THE PROVINCIAL GOVERNMENT HAS ALREADY STARTED THE MECHANISM FOR BOND FLOTATION OF P260-M TO FINANCE PHASE 1 OF THE PROJECT THROUGH THE LOCAL GOVERNMENT UNIT GUARANTEE CORPORATION. SUBSEQUENT PHASES OF THE PROJECT WILL REQUIRE MORE THAN P700-M.
EARLIER, THE AKLAN SP HAS ALSO SET ASIDE THE RESOLUTION OF SANGGUNIANG BAYAN OF MALAY OPPOSING THE PROJECT FOR LACK OF TECHNICAL AND LEGAL BASIS.
DURING ITS 6TH REGULAR SESSION HELD YESTERDAY, THE SP SUMMONED EXPERTS OF THE PROVINCIAL GOVERNMENT, THE REPRESENTATIVES OF THE BFI, THE DENR AND THE LOCAL GOVERNMENT OF MALAY FOR INTERACTION. 
BOTH THE PROVINCIAL GOVERNMENT EXPERTS AND THE BFI AGREED TO EXCHANGE EXISTING STUDIES TO DETERMINE WHETHER THE PROJECT CAN BECOME INIMICAL TO THE ENVIRONMENT SURROUNDING BORACAY ISLAND.

POLICE, NBI OFFICIALS UPDATE SP ON BALDOMERO CASE

KALIBO, Aklan. Ranking officials of the Philippine National Police in Aklan and investigators of the National Bureau of Investigation in Region VI had been summoned by the Sangguniang Panlalawigan of Aklan last Monday (July 19, 2010) and briefed the members of the provincial legislative body on the status of the investigation on the slaying of the Honorable Fernando Baldomero in the morning of July 5, 2010 in front of their family residence in barangay Estancia, Kalibo, Aklan.
Alternately briefing the provincial legislators were Police Senior Supt. Epifanio A. Bragais, Jr., Aklan Police Provincial Director, Police Supt. Georgy C. Manuel, Provincial Chief of the PNP Crime Laboratory and NBI Special Investigator Rojun V. Hosillos.
Bragais informed the body that the gunman was already identified by witnesses which included the 12-year old son of the victim who has actually witnessed when his father was gunned down by the murderers. He said that Baldomero’s son positively identified the suspect through the pictures showed to him by police and NBI investigators.
Bragais identified the suspect as a certain Dindo Lovon Ancero, 35, of barangay Malingin, Bogo, Cebu City. He said that the task force handling the case is readying the charges against Ancero, who is wanted for a string of criminal cases like murder, bank robbery, and drug trafficking.
Bragais also assured the committee on peace and order that they are exerting extra efforts to prove to Aklanons that they are not resting just to capture the suspects in the killing of Baldomero as soon as possible.
NBI Special Investigator Rojun V. Hosillos suggested to the August body to enact an ordinance disallowing the wearing of helmets by motorcycle riders when they reach or enter the town because this kind of incident it is extremely hard to identify those wearing helmets.
Regarding to the mastermind of Baldomero’s case, The NBI further said that they are concentrating their efforts filing the case to the gunman, because in most cases like this, the gun man and mastermind knows each other.
The committee hearing which summoned police and NBI officials on the Baldomero case was an offshoot of the resolution of SP Member Phoebe Clarice L. Cabagnot directing the SP Committee on Peace and Order to help in the expedient solution of the case.

SP IGNORES OPPOSITION TO AKLAN MARINA PROJECT
Kalibo, Aklan- In Resolution No. 022, Series of 2010 passed during its second special session on July 26, 2010, the Sangguniang Panlalawigan of Aklan virtually ignored the opposition expressed by the Local Government Unit of Malay and Boracay Foundation Inc. against the implementation of Aklan reclamation MARINA project in Boracay Island and Caticlan, Malay proposed by the Provincial Government of Aklan.
In the same resolution, the provincial legislative body set aside Malay Resolution No. 046, Series of 2010 denying the request of the provincial government of Aklan for a favorable endorsement of the proposed project in Caticlan, Malay, Aklan.
Instead, the Aklan SP strongly support the implementation of the said project saying that it has all the legal basis for the provincial government without sacrificing the consultative process for which this body further believes of its social acceptability, environmental soundness, economic feasibility and economic impact on the lives of the people of Aklan, and very, particularly of the Municipality of Malay.
In setting aside the Malay SB resolution on the subject, the SP emphasized that the chamber respects the expression of sentiments of the Sangguniang Bayan of Malay and certain group of stakeholders against the said project.
Also, in Resolution No.001, Series of 2010, the Boracay Foundation Inc. also opposed the project citing economic, environmental, social and political negative implications of the project.
The province has already set the mechanics for Bond Flotation to initially raise P260 Million for the first phase of the project by signing an agreement with the Local Government Guarantee Corporation and the Philippine National Bank Trust Banking Corporation.
The Philippine Reclamation Authority has already authorized the province to reclaim some 37 hectares in Brgy. Caticlan and 3 hectares in Boracay while the Department of Environment and Natural Resources has already issued an environmental compliance certificate.
